Our Team

Bullock & Haddow LLC, was created in November 2001, as a resource for governments, organizations, and businesses to turn to for practical assistance in mitigating, planning for, and recovering from the impacts of all forms of emergencies and disasters.


Bullock & Haddow LLC, presents a consortium of professionals with outstanding expertise and decades of experience working in hazards and risk management, program management, crisis and risk communications , and many other issues at the local, state/regional, national, and international levels as well as in the private sector.

Founder and Principal

Prior to founding Bullock & Haddow LLC, Jane A. Bullock served as Chief of Staff to FEMA Director James Lee Witt in the final 5 years of her 21-year career in that agency.  She has been a pioneer in the field of emergency management since 1979, and carries a broad range of experience with a singular focus on risk reduction program design and implementation.  Ms. Bullock is considered an authority in the field of emergency management, and was selected to serve on President Obama’s Department of Homeland Security Transition Team to lead the investigation and reporting on the most important issues impacting FEMA and the nation’s emergency management system. 


In recent years, Ms. Bullock has continued to work closely with Congressional Committees to enact legislation that addresses, among other things, the unique needs of children in disasters.  She provided input to House and Senate committees on incorporating the needs of special populations in disaster planning and response into the legislation that ultimately became law as the Post Katrina Emergency Management Reform Act (PKEMRA).  Ms. Bullock served on a National Academies of Science committee to evaluate the strategic options for the NEHRP program.  She serves as an Advisor to the Earthquake Engineering Research Institute (EERI).


Prior to forming Bullock & Haddow, Ms. Bullock enjoyed a 21-year career at FEMA, working in all aspects of emergency management and culminating with her nomination as Chief of Staff to Director James Lee Witt 1995-2001. She worked closely with State and local emergency managers, disaster professionals, special population advocacy groups and community leaders throughout her public career. Ms. Bullock was the Chief Architect of FEMA’s Project Impact: Building Disaster Resistant Communities, a major National initiative to improve disaster preparedness and mitigation at the local level.  She represented FEMA on the White House Task Force on School Security in the aftermath of the Columbine shooting, was instrumental in the establishment of State and Regional consortiums that focus on community earthquake preparedness, and led a National education effort focused on natural hazards preparedness for children and non-English speaking populations in conjunction with the Children’s Television Network and the Sesame Street characters.

Founder and Principal

Prior to founding Bullock & Haddow LLC, George D. Haddow served as White House Liaison and Deputy Chief of Staff to FEMA Director James L. Witt from 1993-2001.  In this role, he was one of the principal architects of FEMA’s national disaster mitigation initiative Project Impact: Building Disaster Resistant Communities.   Mr. Haddow has worked in the field of community and emergency management planning and operations for nearly 30 years.


Mr. Haddow is a recognized emergency management subject matter expert, and currently serves on the executive and governing boards of several influential hazard and risk-focused institutes and organizations.  He has worked on a range of homeland security and emergency management projects with clients that include FEMA, the Corporation for National and Community Service, the Annie E. Casey Foundation, the Humane Society of the United States, The World Bank, the National Fallen Firefighters Foundation, and the Global Partnership for Preparedness.


Mr. Haddow has managed the development a Training Program Development Plan for the Regional Catastrophic Planning Team (RCPT) focused on disaster logistics; directed the development of seven disaster recovery planning training courses in support of FEMA’s National Disaster Recovery Framework (NDRF); and, directed the development of university-level education courses concerning Crisis and Risk Communications and Hazard Risk Management for FEMA’s Higher Education Program. 


Mr. Haddow serves as a Research Scientist and Adjunct Professor at the Institute for Crisis, Disaster and Risk Management at George Washington University in Washington, DC and at the Homeland Security Studies Program at Tulane University in New Orleans, LA.  He is the co-author of several university and professional textbooks.

Damon P. Coppola
Damon Coppola, MEM, ARM

Damon P. Coppola joined Bullock & Haddow in 2001.  He is a systems engineer, and an emergency management planner and analyst with 20 years of experience providing technical and subject matter expertise to clients in the public, nonprofit, private, and international sectors. 


Mr. Coppola is also a recognized specialist in emergency management training and education, and serves as an adjunct professor at the Loma Linda University School of Public Health in the Emergency Management department.  He has authored and co-authored more than a dozen academic and professional emergency management textbooks that are currently in use at over 200 colleges and universities. 


Mr. Coppola holds a Master of Engineering Management (MEM) in Crisis, Emergency, and Risk Management from the George Washington University.
